Background

The Women’s International Peace Centre (WIPC), on behalf of the Women’s Situation Room (WSR) Uganda, is implementing a project with funding from the Embassy of Ireland to strengthen local women’s groups to contribute to peaceful elections in Moroto, Hoima, Jinja and Arua Districts. The goal of the project is to prevent, mitigate, and respond to election-related violence to promote social cohesion and peace in Uganda.

The WSR will enhance the capacity of women-led organizations, and other informal women groupings, including youth at the community level to contribute to peacebuilding and early warning and response mechanisms. They will also support the establishment of conflict resolution and peacebuilding mechanisms in communities before, during, and after the elections. The project focuses on the crucial role of women and youth in peacebuilding and aims to strengthen partnerships among civil society actors and between civil society and government stakeholders involved in electoral processes. This collaboration will enable real-time responses to election related violence to ensure effective intervention and response across the sub-regions.

Job Summary
The Finance Officer will be responsible for ensuring staff compliance to the finance policies and procedures, posting transactions to QuickBooks system, preparing donor finance reports, preparing budgets, preparing bank reconciliation statements, reviewing payment requests, among others.

Duties and Responsibilities.
Under the supervision of Senior Finance Officer, the position will have the following duties and responsibilities:
• Ensure the effective application and adherence of WIPC financial policies, procedures and controls in all departments and at all levels.
• Regularly review the staff ledgers for the project and ensure that advances are accounted for in time
• Review and approve accountability forms for staff working advances for the project.
• Review payment requisitions and attach supporting documents before payments are made.
• In collaboration with the project team, prepare budgets and other financial information for funding proposals.
• Monitor and track project budget versus actual expenditure for the project and advise management and project staff on project budget performance.
• Coordinate the project audit, monitor, and track the implementation of audit recommendations.
• Support the planning, preparation and execution of the annual institutional and external audits and provision of information to the internal and external auditors during audits.
• In close consultation with the project staff, monitor and produce donor finance reports, budget analysis reports and other financial information for the project.
• Prepare monthly bank reconciliation statements for the project in time
• Support the provision of information to statutory bodies such as Uganda Revenue Authority, National Social Security Fund, Financial Intelligence Authority, among others.

Education and Qualifications:
• Bachelor’s degree in accounting and/or Finance
• Full certification in CPA or ACCA is an added advantage
• Minimum of 5 years’ progressive experience in a busy accounting department, preferably in an NGO or donor-funded organization.
• Understanding of institutional door rules and regulations.
