Background
The Women’s International Peace Centre, on behalf of the Women’s Situation Room Uganda, is implementing, with funding from the Embassy of Ireland, a project intended to strengthen local women’s groups and organizations to contribute to peaceful elections in Moroto, Hoima, Kasese, and Arua Districts. The goal of the project is to prevent, mitigate, and respond to election-related violence in order to promote social cohesion and peace in Uganda.
The Women’s Situation Room (WSR) will enhance the capacity of women-led organizations, and other informal women groupings, including youth at the community level to contribute to peacebuilding and early warning and response mechanisms. They will also support the establishment of conflict resolution and peacebuilding mechanisms in communities before, during, and after the elections. The project focuses on the crucial role of women and youth in peacebuilding and aims to strengthen partnerships among civil society actors and between civil society and government stakeholders involved in electoral processes. This collaboration will enable real-time responses to election-related violence to ensure effective intervention and response across the sub-regions.
Job Summary
The Monitoring, Evaluation and Learning (MEL) Officer will be primarily responsible for daily implementation of Monitoring, Evaluation and Learning activities for the Women’s Situation Room projects. The activities will include work planning, tracking progress of project activities, development of data collection instruments, routine data collection, extracting data from the database, updating the results matrix, conducting data quality assessments, mentoring staff on monitoring and evaluation.
Duties and Responsibilities
Under the supervision of the Monitoring, Evaluation, Research and Learning (MERL) Manager the MEL Officer will perform the following duties and responsibilities:
• Participate in the development and maintenance of a robust monitoring and evaluation (M&E) system in line with the WSR strategic plan and results framework.
• Lead the Project Monitoring, Evaluation and Learning (PMEL) engagements related to the project.
• Conduct outcome harvesting and implement targeted data collection/analysis to inform decision making on project implementation.
• Support in articulating the project indicators, aligning the indicators to activities and developing necessary tools for monitoring, data collection and progress reporting.
• Work with the MERL Manager to identify, adapt, and implement approaches, tools, and resources aimed at capacity building among staff and partners.
• Adapt the Monitoring and Evaluation tool to the project activities.
• Track project performance and report on a monthly basis
• Capitalise/create opportunities that enable monitoring data to be discussed in the context of data implications for future action and learning.
• Document impact stories of change for reporting and dissemination.
• Produce Monitoring and Evaluation monthly reports.
• Network with other staff (PMEL) for resource sharing, data exchanges and other collaborative activities.
• Conduct data quality assessments to ensure the highest level of information reported.
• Conduct baseline data for the project component and for all project indicators.
• Develop a plan for project-related capacity-building on monitoring and evaluation (M&E) and for any computer-based support that may be required for implementing partners.
• Support project implementation team to document, disseminate lessons learnt, and best practices and for learning
• Support production of project level monitoring and evaluation communication
products and facilitate the publication of project evaluation reports and management responses.
Education & Qualifications:
A bachelor’s degree in a relevant field such as monitoring and evaluation, statistics, social sciences, international development, or a related discipline.
Experience:
• Five years of experience in monitoring and evaluation roles, preferably in the context of peacebuilding, governance or human rights programs.
• Experience managing M&E activities for peacebuilding-related projects.
• Proven experience in designing and implementing monitoring and evaluation
frameworks.
Skills:
Data Analysis:
• Proficient in quantitative and qualitative data analysis using tools such as Excel, SPSS, or other statistical software. Ability to interpret and present data in a clear and meaningful way.
Monitoring and Evaluation Tools:
• Familiarity with various monitoring and evaluation tools and methodologies. Experience in designing and implementing MEL frameworks.
• Strong knowledge and skills on M&E including results based reporting.
• Strong knowledge and skills on designing and managing quantitative and qualitative research/studies.

Languages:
