TERMS OF REFERENCE TO DEVELOP AND PRESENT AN EXPERT PAPER ON THE CURRENT POLITICAL CONTEXT IN UGANDA

1.0 INTRODUCTION 

The Women International Peace Centre is implementing the Ugandans for Peace Activity under the for the Women’s Situation Room (WSR), which serves as an early warning and rapid response mechanism. This initiative engages women and youth to actively participate in preventing electoral violence and fostering peaceful, democratic electoral processes, in alignment with United Nations Security Council Resolution 1325. Uganda hosted the WSR during the 2016 and 2021 Presidential and Parliamentary General Elections.

The Women International Peace Centre acts as the secretariat for the WSR, collaborating with various electoral stakeholders through consultative processes to promote peace at every stage of the electoral cycle. Currently, the WSR is executing a post-election strategy for 2021-2026 aimed at cultivating a culture of peace and tolerance in Uganda. The Women International Peace Centre is looking for a qualified consultant to develop and present an expert paper on Uganda’s current political context. It is important to note that the Women’s Situation Room operates on a non-partisan basis, and applicants for this consultancy must demonstrate a commitment to neutrality and impartiality throughout their engagement with the WSR in Uganda.

2.0 Purpose and Objectives of the assignment 

The purpose of the assignment is to develop a paper on Uganda’s current political context and present it during the Eminent Women strategic reflection meeting that will take place from 12th to 14th November 2026. This is aimed at providing information on the political environment, understanding the trajectory, and facilitating informed engagement with stakeholders. Furthermore, the activity will support the revision of the current post-election strategy in order to prevent and mitigate political violence and build peace before, during, and after elections.

The specific objectives of the assignment is to

  • Provide current and analytical information on the political context in Uganda.
  • Identify and recommend key political issues that threaten peace and harmony throughout the electoral cycle

3.0 Key Tasks and Deliverables  

  • Conduct a desk research on the current political environment in Uganda
  • Write an analytical paper on the Uganda’s current political environment
  • Present the paper during the strategy reflection meeting for the Eminent Women
  • Finalize the paper based on comments from the Eminent Women of the WSR

4.0 Required Qualifications, Skills and Competencies 

  1. First Degree or Masters’ in the field of social sciences, gender and development, conflict and peace studies, development studies, social work and social administration, mass communication, or any other relevant subject area.
  2. Strong research and analytical skills 
  3. Demonstrated knowledge on understanding political and election-related processes 
  4. Strong Communication and Interpersonal skills 
  5. Strong analytical skills
